There is no separate takeover declaration step, but there is a takeover resolution step at the end of Settle. Invoking Takeover Powers: Takeover powers involve a Settle action, so they must be invoked either by players who didn’t place a world or by a player with a power that allows them to place a second world during Settle (e.g., Improved Logistics). Declaring a Takeover: To declare a takeover, a player announces the takeover power being used, the target world, and any temporary Military being used.
