Game Objective

In Pandemic Iberia, players take on the roles of 19th-century philanthropists working cooperatively to research diseases that are devastating the population of the Iberian Peninsula. The players win together if they successfully research all 4 diseases.

Setup

  1. Place the Game Board and keep the 4 Hospitals (Red, Yellow, Blue, Black), 20 Railroad Tokens, and 14 Purification Tokens nearby. Separate the 96 Disease Cubes into 4 supply piles of 24 cubes by color.
  2. Place the Outbreaks Marker on the “0” space of the Outbreaks Track and place the 4 Research Markers near the Researched Disease Indicators.
  3. Place the Infection Rate Marker on the left-most “2” space of the Infection Rate Track.
  4. Shuffle the 48 Infection cards and reveal 9 of them to seed the board:
    • Reveal 3 cards: put 3 disease cubes of the matching color on each city.
    • Reveal 3 more: put 2 disease cubes on each city.
    • Reveal 3 more: put 1 disease cube on each city.
    Place these 9 cards face up on the Infection Discard Pile; the rest form the Infection Deck.
  5. Each player receives a Reference Card.
  6. Shuffle the 7 Role Cards and deal 1 face up to each player along with the matching pawn.
  7. Separate the 69 Player Cards into 48 City Cards, 15 Event Cards, and 6 Epidemic Cards.
  8. Shuffle the 15 Event cards and draw the number of cards based on player count (2P: 4, 3P: 5, 4P: 6, 5P: 8). Add these to the 48 City cards and return the rest to the box.
  9. Shuffle the City and Event cards together and deal Starting Hands (according to the player count table).
  10. Players place their pawn in a city pictured on one of their City cards. If a player has no City card, they may start in any city. Cards are kept face up on the table.
  11. Set difficulty by taking 4 (Introductory), 5 (Standard), or 6 (Heroic) Epidemic cards.
  12. Divide the remaining Player cards into face-down piles equal in size to the number of Epidemic cards used. Shuffle one Epidemic card into each pile, then stack the piles face-down to form the Player Deck.
  13. The player with the City card featuring the earliest founding date goes first.

Game Flow

Players take turns in clockwise order. Each turn consists of the following 3 steps in order:

  1. Do 4 actions.
  2. Draw 2 Player cards.
  3. Infect cities.

Players may give each other advice, but the active player decides the actions. Event cards can be played at any time (including other players' turns if they agree), except between drawing and resolving an Infection or Epidemic Card.

Actions and How to Play

A player may perform any combination of the following actions up to 4 times per turn:

Movement Actions

  • Move by carriage: Move to a city directly connected by a brown line (solid or dashed).
  • Move by train: Move to a city connected by a continuous chain of railroad tokens.
  • Move by ship: Move from a port city to any other port city by discarding a City Card matching the destination's color.

Other Actions

  • Build a Railroad: Place a railroad token from supply on a solid line (not dashed) connected to your current city.
  • Build a Hospital: Discard the City Card matching your current city to place a hospital of the matching color. If the color is unavailable in supply, move a hospital of that color from its current location to your location.
  • Treat Disease: Remove 1 disease cube from your current city. Only 1 cube is removed even if the disease has been researched.
  • Share Knowledge: In the same city, players may agree to give or take the City card matching that city. The receiver must discard down to the Hand Limit of 7 cards if they exceed it.
  • Research a disease: While at a city with a hospital, discard 5 city cards matching the hospital's color to research that disease. Place a microscope marker on the board.
  • Purify Water: This can be done in two ways:
    • Way 1: Select a Region adjacent to your city. Select a City Colour matching a city bordering that region and discard a City card of that color to place 2 Purify Water tokens in that region.
    • Way 2: Discard a City card matching the color of a researched disease to put 2 Purify Water tokens in any one adjacent Region.

Drawing Cards and Epidemics

Draw the top 2 cards from the Player Deck. If fewer than 2 cards remain, the game ends in defeat. If Epidemic cards are drawn, resolve them immediately:

  1. Increase the Infection Rate: Move the infection rate marker forward one space.
  2. Infect a City: Draw the bottom card from the Infection Deck and place 3 disease cubes of that color. Purify Water tokens in bordering regions prevent 1 cube each. If the city already has a cube, resolve an Outbreak first.
  3. Intensify: Reshuffle the Infection Deck discard pile and place them on top of the Infection Deck.

Infections and Outbreaks

At the end of the turn, flip cards from the Infection Deck equal to the infection rate. Place 1 disease cube in that city. If a Purify Water token is in an adjacent Region, the cube is returned to supply and the token is removed. If the city already has 3 cubes, resolve an Outbreak.

Outbreaks: Advance the Outbreaks token. Place 1 disease cube on every connected city. If this triggers another Outbreak, resolve a Chain Reaction Outbreak (which does not add cubes to cities that already had an Outbreak this turn).

Game End and Scoring

Victory Condition: The players win immediately if they have researched all 4 diseases.

Defeat Conditions: The players lose immediately if:

  • The outbreaks marker reaches the final space of the Outbreaks Track.
  • There are no disease cubes of the required color left in supply when one needs to be placed.
  • A player cannot draw 2 player cards during the Draw Cards step.

Tips for Winning

  • Utilize Purify Water tokens strategically, as they are essential to prevent disease cubes from being placed during Infections and Epidemics.
  • Coordinate the Share Knowledge action to gather the 5 city cards of the same color required to Research a disease.
  • Leverage Event cards, which can be played at any time (with agreement) and do not cost an action, to manage movement or remove cubes.
