Game Objective
The objective of Peaky Blinders: Birmingham Domain is to accumulate more points than your opponents by the end of the game. Points are earned through territories, businesses, achievements, and money/gangsters. Victory is secured by the player with the highest score, representing supremacy over rival gangs in Birmingham, 1919.
Setup
To set up the game, follow these steps:
- Territory Cards: Separate the 42 cards into two decks (back I and II). Remove excess cards based on the number of players (e.g., 3 players → remove cards with 4+ and 5+). Form two rows with 4 face-up cards each.
- Businesses: Organize the business cards into six piles (one for each type). Remove one card from each pile and place it in reserve. Each player starts with £25 and 1 gangster.
- Pubs: Separate normal and extra pubs. Place 9, 12, 15, or 18 normal pubs (depending on the number of players) and 1 extra pub per player in the reserve.
- Characters: Each player draws 3 character cards and can exchange one per turn.
- Tokens and Markers: Distribute money tokens, reserve fund tokens, ability tokens, gangster tokens, and the first player token (determined by an illegal bet or choice).
Game Flow
The game proceeds in turns, following clockwise order. Each player performs two main actions (can be repeated) and up to two free actions per turn. The game ends when:
- All three groups of normal pubs are depleted.
- Both territory decks are depleted.
After the end-game trigger, players calculate scores, and the leader with the most points wins. During the game, confrontation tokens are collected when business or territory piles are depleted, determining confrontations at the end of the round.
Actions and How to Play
There are three main actions and two free actions:
1. Expand Region
Choose one of the 8 face-up territory cards, pay the cost (money or gangsters), and add it to your region. The card must be placed adjacent to another existing card. Some territories require prerequisites (e.g., 1 gangster to purchase a territory with a "GANGSTER" symbol).
2. Open a Business
Purchase a business not yet present in your region, paying an increasing cost (£10 for the 1st, £20 for the 2nd, etc.). The card must be placed adjacent to another card. Each business generates symbols that activate income when adjacent to other cards.
3. Collect Profit from 1 Business
Choose an active business in your region. Receive £10 for each activated symbol of that business, plus £5 per pub in the region. Deduct £5 for each corrupt police officer in the region. The business card is flipped to the side with the closed vault after the action.
Free Actions
- Receive 1 Pub: Surround 3 sides of a territory to receive a pub (choose bonus: £10 or 1 gangster). Pubs enhance the "Collect Profit" action.
- Use Character: Apply the effect of a character card (e.g., receive money, gangsters) and draw a new card.
End Game and Scoring
The game ends when the triggers above occur. Scoring is calculated as follows:
- Territories: Sum of points on the territory cards in your region.
- Businesses: 4 pts for 1 business, 9 pts for 2, 16 pts for 3, 25 pts for 4, 36 pts for 5, and 49 pts for 6.
- Achievements: 7 pts or 10 pts (kept secret until the end).
- Money/Gangsters: £10 = 1 pt, 1 gangster = 1 pt.
Negative points are applied for using the reserve fund (4 pts per token). In case of ties, the player with more cards in their region wins, followed by the player with more money.
Tips for Winning
- Prioritize 7-point achievements: These are easier to form in the early stages.
- Use characters strategically: Characters like Thomas Shelby (activate businesses) or Ada Shelby (activated symbols) can optimize actions.
- Manage conflicts: Collect confrontation tokens to increase the intensity of confrontations and protect your gang.
