Game Objective

In this expansion for Paris, you are an experienced investor in the French capital. While you have already invested in prestigious Buildings and Landmarks, you must now compete against shrewd foreign investors for the most coveted properties centered around the world's most famous roundabout: La Place de l’Étoile, featuring the Arc de Triomphe and the Champs-Élysées. Your goal is to leverage your experience and unique advantages to outperform your opponents in the Parisian real estate market.

Setup

Set up the game as you normally would, applying the following changes:

  • Bonus Tiles: Take all Bonus Tiles from the base game and this expansion that do not have a 3 or 4 player icon on their backside. Shuffle them by zone (A/B/C) and place them randomly on the Bonus Tile track until it is full. Add the Bonus Tiles for a 3 or 4 player game as appropriate. Return remaining tiles to the box.
  • Strategy Tiles: Randomly deal 1 Starting Strategy Tile to each player. Place any extra Starting Strategy Tiles and the 7 other Strategy Tiles faceup next to the Board as an available Display.
  • Special VP Tile: Place the Special VP Tile next to the Board. This tile can only be placed on the Board if someone uses the associated Bonus Tile.

Actions and How to Play

Strategy Tiles

Each Strategy Tile provides an ongoing effect that lasts until it is swapped. You may swap your Strategy Tile with another available one from the Display every time you place a Key on the Arc the Triomphe. The swapped tile returns to the Display for all players to use.

Bonus Tiles

New Bonus Tiles function exactly like those in the base game. You may take them and keep them behind your Player Screen to play immediately or during a future turn. Some Bonus Tiles provide immediate benefits, such as:

  • Building Placement: Choosing one of the 3 discarded Building Tiles from setup and placing it on the Board, taking the associated Prestige or Resource token.
  • VP Placement: Taking a VP Tile (excluding the Special VP Tile) and placing it on an available District.
  • Financial Gain: Gaining Francs equal to the value of the most valuable Building you own (excluding Landmarks).
  • Special VP Tile: Placing the Special VP Tile on top of a VP Tile already on a District. This specific tile only scores for the player with the most valuable Buildings; second and third place players gain nothing.
  • Key Removal: Removing one or more used or unused Keys (including those in reserve) from the game during your turn (before End Scoring) to gain 2 VP per removed Key.

Movement and Key Placement

  • Arc the Triomphe: Moving a Key from the Arc the Triomphe to a level 5 Building allows you to avoid paying its cost.
  • Opponent Buildings: You can place a second Key on a Building owned by an opponent by paying its normal cost.
  • Level 4 Buildings: When placing a Key on a level 4 Building, you may obtain a Bonus Tile following the usual rules (similar to placing/moving a Key to a Building of value 1/2/3).

Specific Strategy Effects

Depending on your Strategy Tile, you may have the following abilities:

  • Gain 2 additional Francs when placing a Key on a Bank (excluding the Arc the Triomphe). Multiple Keys may be placed on the same Bank or the Arc the Triomphe.
  • Gain 3/3/2 Francs (for 2/3/4 players) whenever a Key is placed on the Arc the Triomphe (including your own and the turn you swap the tile).
  • Look at the top Tile of each Building Tile pile before choosing one.
  • Receive 2 Francs whenever any player pays 2 Francs for a Bonus Tile on a level 3 Building.
  • Gain 10/15/20/25 VP if you occupy 3/4/5/6 identical types of Buildings or Landmarks (all Landmarks count as one type) when playing the Bonus Tile.
  • Gain 1 VP if you move a Key away from a Building or Landmark.
  • Gain 1 VP for each Key (including yours) that you pass when moving a Key to a Building (not a Landmark).
  • Gain 2 VP if you move a Key from the Bank or the Arc the Triomphe onto a Building in a District where you already occupy at least one Building.
  • If you move a Key to a Building without a Resource or Prestige Token, you may take one from the supply if available.

Tips for Winning

  • Optimize Key Movement: Gain extra VP by moving Keys away from Buildings or by strategically passing other Keys when moving toward a Building.
  • Strategic Swapping: Use the Arc the Triomphe not just for positioning, but as a trigger to swap your Strategy Tile to adapt to the current game state.
  • District Synergy: Focus on occupying multiple Buildings in a single District to maximize the VP gained when moving Keys from the Bank or Arc the Triomphe.
