Game Objective

Welcome to the Resident Evil Deck Building Game! This is a game where you gradually build your deck, which represents your Inventory, containing Items, Weapons, or Ammo. Your deck will be your lifeline for survival.

In Outbreak Mode, the main goal is to earn more Decorations before the Boss Infected, which is the Tyrant T-002, is defeated. The game ends when a Character defeats the Boss Infected in the Mansion. The player with the most Decorations wins. In case of a tie, the player with the least Damage on their Character at the end of the game wins. If the tie persists, all tied players are winners.

Setup

  1. Decide Who Starts! Randomly determine which player goes first. If playing multiple games, randomly choose the starting player among those who lost the previous game. Play proceeds clockwise from the starting player.
  2. Choose a Character Randomly deal 2 Character cards to each player. Each player selects 1 of those Characters to play and removes the other from the game.
  3. Set Up a Scenario! Choose one of the predefined scenarios for Outbreak Mode, such as "Outbreak" or "Dawn of Nightmares," or create your own scenario with 18 Resource Piles. The Basic Resources (Ammo x10, Ammo x20, Ammo x30, Handgun, Burst-Fire Handgun*, Combat Knife, Survival Knife*, Green Herb for Premiere, Alliance, Outbreak, and Nightmare; or Ammo x10, Ammo x20, Ammo x30, First Aid Spray, Custom Standard Sidearm, Reliable Blade for Mercenaries) are always part of the 18 Resource Piles. Combine and shuffle the cards marked with an asterisk into their respective piles. The central area is called the Resource Area (A), where 18 different stacks of cards (Resource Piles) are placed face-up.
  4. Create the Starting Inventory and Draw Your Initial Hand! Each player takes the following cards from the Resource Area: 7x "Ammo x10", 1x Handgun, and 2x Combat Knife (for Premiere, Alliance, Outbreak, Nightmare) or 7x "Ammo x10", 1x Custom Standard Sidearm, and 2x Reliable Blade (for Mercenaries). The remaining cards stay in the Resource Area. Each player shuffles their 10 cards and places them face-down in their Inventory Area, which is now their Inventory. Then, each player Draws 5 cards from the top of their Inventory, forming their initial hand.
  5. Building the Mansion! Choose one of the predefined Mansions (not specified in the context for Outbreak Mode, but the context mentions that the Boss Infected is the Tyrant T-002). Take the cards listed for the chosen Mansion, shuffle them, and place the newly created deck face-down in the Mansion Area (E).
  6. The Infection Deck, Maximum Infection Level, Increasing/Decreasing Infection Level Take all the Infection cards, shuffle them, and place them face-down near the Mansion. This is the Infection Deck.
  7. Health and Infection Level Counters: Have game counters (such as dice, glass beads, etc.) or pen and paper to track the Health of Characters and the Infection Level. Health counters from the Outbreak expansion can be used.

Game Flow

The game progresses in turns, proceeding clockwise from the starting player. At the beginning of each player's turn, they receive:

  • 1 Action
  • 1 Purchase
  • 1 Exploration

The player can perform any of the 5 options in any order but is not required to do any if they choose not to:

  1. Play one or more Action cards
  2. Play one or more Item and/or Ammo cards
  3. Activate Character Effects
  4. Explore the Mansion
  5. Purchase one or more Resources
  6. End Turn

At the end of a player's turn, they Discard all cards from their Play Area that are not Attached to their Character, then move the cards in their Hand to their Discard Pile. Next, they Draw 5 new cards from their Inventory. Once the player has Drawn their new Hand of 5 cards, they pass the turn to the player on their left.

The Infection Level of Characters Increases by 1 at the end of their controller's turn if they did not Explore or did not Attack an Infected Character that turn. When a Character's Infection Level Increases, move 1 card from the top of the Infection Deck and place it face-up near the Character. When a Character's Infection Level Decreases, move 1 of the face-up Infection cards near the Character and place it at the bottom of the Infection Deck.

Actions and How to Play

  • Play one or more Action cards: Each player starts their turn with 1 Action. Playing an Action card consumes 1 Action. Some cards or Effects may grant additional Actions. To play an Action card, place it from your Hand face-up in your Play Area. First, apply the Effects of the Bonus Icons at the bottom of the card, then apply the written Effects. If you cannot perform all Effects, do as much as possible. A played Action card remains in the Play Area until the end of the turn.
  • Play one or more Item and/or Ammo cards: Playing Item or Ammo cards does not require Actions. To play an Item card, place it from your Hand face-up in your Play Area, apply the Effects of the Bonus Icons, then the written Effects. To play an Ammo card, follow the same process. Remember that all Gold and Ammo disappear at the end of the turn. Any played Item or Ammo card stays in the Play Area until the end of the turn.
  • Activate Character Effects: To Activate a Character Effect, the timing must be correct. Character Effects that use the word "may" can be Activated only once per turn at the specified time. If a non-Infected card's Effect and an Infected card's Effect Activate simultaneously, the Infected's Effect is applied first. All Characters and Infected Characters have a Base Damage of 0 unless stated otherwise.
  • Explore the Mansion: When your Character Explores the Mansion, follow this order:
    1. Announce that you are Exploring.
    2. Play the Weapon cards your Character will Use. Each Weapon can be Used only once unless stated otherwise.
    3. Pay the Ammo Requirement for the Weapons being used. Total the Ammo you have and allocate how much will be spent on each Weapon.
    4. Sum the total Damage your Character will deal by adding the Damage from Weapons, the Character's Base Damage, and any Effects from other cards.
    5. If any Weapons being Used have an Effect, they must be Activated at this time. Other Effects that occur when your Character Explores must also be Activated now. Then Reveal the top card of the Mansion. If an Infected is Revealed and has an Effect, apply its Effect. If a non-Infected and an Infected share the same Effect Activation timing, the Infected's Effect is applied first.

    If the total Damage of the Character equals or exceeds the Health of the Infected, that Infected is Defeated, and the Infected is Attached to that player's Character, with the Decoration Reward added to that Character's total Decorations.

    When a Character fails to Defeat the Revealed Infected, the Infected retaliates, dealing Damage to the Character equal to the Damage printed on the Infected card (plus modifiers). The Revealed Infected is moved to the bottom of the Mansion afterward. Some Infected have Effects that apply when they are NOT Defeated; these Effects are applied before the Infected deals Damage.

    Extra Exploration: Some Weapons allow the Character to Explore multiple times in the same turn. If a player has multiple Explorations, they can use 1 Exploration at a time or several at once. The number of Explorations to be used must be announced after step 5 in "Explore the Mansion" and before revealing the top card of the Mansion. If multiple Infected are Revealed all at once, that Character must have total Damage equal to or greater than the combined Health of all Revealed Infected. If not, they take Damage equal to the combined Damage of all Revealed Infected, then all Revealed Infected that were not Defeated are randomly moved to the bottom of the Mansion. Players may also choose to use one Exploration at a time, repeating all steps of "Explore the Mansion" for each Exploration.

  • Purchase one or more Resources: The player must spend their Gold earned this turn to Purchase Resources. The Purchase Cost of each card is located in the upper right corner. When a player Purchases a card, they move it from the Resource Area to their Discard Pile. If a Resource Pile is empty, players can no longer Purchase that Resource. If a player has multiple Purchases, they check their total Gold before Purchasing. This amount is how much they can spend on Purchases this turn. Purchases are made one at a time.

Level Up! When a Character earns the same or more than the indicated Decoration Requirement, that Character "Levels Up," granting their controller access to more powerful Effects. When a Character is at Level 2, they have all Effects from Level 1 and Level 2.

Penalty for Losing All Your Character's Health: If a Character's Health is reduced to 0 (zero) or below, that Character is Fatally Wounded. Flip it face-down and shuffle all cards from their Hand, Play Area, and Discard Pile into their Inventory, then place their Inventory face-down in front of them. All Attached cards on their Character remain Attached. A face-down Character is treated as if they do not exist, as is their controller, meaning neither can be targeted or affected by Effects. When their turn comes, flip their Character face-up, reduce their Maximum Health by 20, Heal their current Maximum Health, Draw 5 new cards from their Inventory, and their turn ends. If at this point their Character's Maximum Health is 0 (zero) or below, their Character is Permanently Defeated, and the game is over for them. Keep all cards you obtained
