Objective of the Game
In Star Wars: Rebellion – Rise of the Empire, players take on the roles of either the Rebel Alliance or the Galactic Empire. The Rebels aim to inspire hope across the galaxy by completing objectives and advancing the Reputation Marker to meet the Timer Marker. The Empire seeks to crush the Rebellion by locating and destroying the hidden Rebel Base or eliminating all Rebel units in its system. The game ends when one of these victory conditions is met.
Preparation (Setup)
Follow these steps to set up the game:
- Leaders: Take the 4 leaders without a Recruit Symbol and place them in the faction sheet leader pool.
- Tokens: Place the Timer Marker on 1 and the Reputation Marker on 14.
- Missions: Find the 4 starting mission cards with the arrow symbol and set them aside.
- Deployment: The Empire deploys first. Place at least 1 ground unit in each Imperial system. Units can be placed in any system with an Imperial loyalty or subjugation marker.
- Objectives: Shuffle 4 random Stage III Objective Cards and the Stage III "Death Star Plan" Objective Card together. Repeat for Stage II and Stage I, placing them on top of each other to form the Objective Deck.
- Tactics: Place the Ground Tactic Cards and Space Tactic Cards near the faction sheet.
- Mission Deck: Gather mission cards with a star symbol to create the Project Deck. Shuffle all mission cards with a Darth Vader symbol, leader portrait, or Death Star icon to form the Mission Deck.
- Probe Deck: Shuffle the probe deck and reveal cards until 3 Rebel and 5 Imperial systems are drawn. Place loyalty markers on Rebel systems and subjugate the first 2 Imperial systems.
- Rebel Base: Select a probe card and slide it facedown under "Location" at the Rebel Base.
- Draw Cards: Draw 2 mission cards to add to your starting 4, forming your Mission Hand. Draw 1 objective card and 2 non-recruit action cards, resolving their immediate effects.
Game Flow
The game is played in three main phases:
- Assignment Phase: The Rebel player assigns 1 or 2 leaders to missions, ensuring their skills match or exceed the mission requirements. Unassigned leaders can be used later in the Command Phase.
- Command Phase: Players alternate turns, performing one of three actions: Reveal Mission, Activate System, or Pass. Missions can be opposed by the opponent if they have a leader in the same system.
- Refresh Phase: Return uncaptured leaders to their pools, draw new mission and probe cards, advance the timer marker, and resolve any icons at its new position.
Actions and How to Play
During the Command Phase, players can perform the following actions:
- Reveal Mission: Reveal a facedown mission card and send the assigned leader(s) to the chosen system. Oppose the mission if it says "Attempt" and roll dice based on leader skills.
- Activate System: Place a leader with tactic values into a system to activate it. Move units from adjacent systems and resolve combat if enemy units are present.
- Pass: Skip your turn for the rest of the phase but can still use leaders to oppose missions or join combats.
End of Game and Scoring
The game ends when one of the following conditions is met:
- Rebels Win: The Reputation Marker and Timer Marker occupy the same space.
- Empire Wins: Imperial units remain in a system containing the revealed Rebel Base or destroy the Rebel Base with a Death Star.
Tips for Winning
- Rebels: Focus on completing objectives to advance the Reputation Marker quickly. Keep your base hidden and avoid direct confrontations with the Empire.
- Empire: Use your superior forces to hunt down the Rebel Base. Subjugate systems to limit Rebel movement and resources.
