Game Objective
In World Wonders: Europa - Wonders Pack, players aim to expand their influence by constructing legendary monuments. The goal is to strategically place these Europa Monuments on the map to gain Victory Points and special bonuses to outscore opponents.
Preparation (Setup)
Depending on how you want to play, there are two ways to set up this expansion:
- Standard Integration: Simply add the 10 Monument Cards from this expansion to the Monument Cards from the base game.
- EUROPA Mode:
- Create two separate decks: one with the base game Monument Cards and another with the 10 Europa Monument Cards.
- Reveal the top 3 cards from the base Monument deck.
- Deal 2 cards face down from the Europa deck to each player. These remain secret until the player decides to construct them.

Actions and How to Play
To construct a Europa Monument, a player must reveal the card and spend all their Gold to place the Wooden Monument on their map. Each EUROPA Card is divided into three parts: the required terrain/spaces, the required adjacencies (or the specific Building Tile it must be placed on), and the resulting bonuses or Victory Points.
Specific Monument Abilities
- Alhambra: Must be adjacent to at least two Building Tiles of the same color. Its components act as Road Tiles.
- Arc de Triomphe: Immediately after placement, the player may take a Long Road Tile or a Set of Short Road Tiles from the current round's pool and place it on the map for free.
- Caravel: Acts as a Tower (allowing Road Tiles to be placed adjacent to it). Once per game, as a free action, it can move to a different position within the same body of water, provided it moves through connected "open" water without passing through other pieces.
- Saint Basil’s Cathedral: Immediately after placement, the player can cancel an existing Loan at no cost.
- Windmills: Must be placed on top of one or more Farm tiles. The two components must be adjacent, and their bases must be entirely on Farm tiles.
- Notre-Dame: Must be placed on top of one or more Temple tiles. Its base must be positioned entirely on Temple tiles.
- Palace of Westminster: Once per game, as part of a single action, the player can reposition one Building Tile and/or one Long or Short Road Tile. The Building Tile cannot have a Europa Monument on it. Standard placement and adjacency rules apply, though existing Monuments ignore their adjacency requirements during this move.
- Brandenburg Gate: Points are awarded based on the amount of Gold spent to place it. Use the Victory Point Rings to track these points.
- Belém Tower: Instead of Victory Points, this monument immediately increases Resource production by 3 (any combination of resources) upon placement.
- Tower of Pisa: Acts as a Tower, allowing Road Tiles to be placed adjacent to it.
Note: Placing a Monument on top of a Building Tile does not alter that tile's area or its adjacencies.

Tips for Winning
- Optimize Production: Use the Belém Tower to boost your Resource production by 3 immediately, which can help fuel further expansion.
- Strategic Repositioning: Use the Palace of Westminster ability to reorganize your Building Tiles or Road Tiles to optimize your map layout.
- Maximize Tile Placement: When placing Windmills or Notre-Dame, try to cover as many Farm or Temple tiles as possible to earn up to 3 Victory Points.
