Batman: Gotham City Chronicles is a tactical confrontation-heavy game where the balance between good and evil is decided by dice-rolls and resource management. On one side, you have a hero (or a team) trying to contain the chaos; on the other, a master villain controlling a horde of henchmen and iconic-bad-guys.
The core-loop is all about high-stakes-combat. As a hero, you must manage your energy-carefully: every attack, movement, or bomb-defusal-attempt consumes your vital resources. If your energy hits zero, your hero is-out-of-action, leaving the-city vulnerable. The villain plays a strategic-game of 'queue-management':-they activate minions in a sequence, where-using a character-increases their-activation-cost, forcing the villain to rotate through their-roster of-threats.
