Step by step
Objective do Jogo
In Concordia: Britannia & Germania, players are Roman families expanding their influence across the Roman Empire. The goal is to strategically settle colonists, build houses, produce goods, and trade to accumulate the most Victory Points (VPs) by the end of the game. The player with the most VPs wins.
Preparação (Setup)
- Place the Game Board in the middle of the table.
- Place all 30 City Tokens face down on the table, sorted into stacks by the letter on their back.
- If playing with Britannia (2-4P game), remove all "A" city tokens to the box.
- If playing with Germania (3-5P game), use all 30 City Tokens.
- For each of the 12 Provinces, examine the City Tokens and determine the most valuable type of Good that can be produced. Place a Bonus Marker of that Good type next to the arrow pointing at that Province on the mini map, for each of the 12 Provinces. Return the remaining Bonus Markers to the box.
- If playing with Germania (only), take the remaining Bonus Markers and randomly distribute them Good side up on the Roman castle squares on the board. Return the remaining two Bonus Markers to the box.
- Separate the players' Starting Cards (colored backs, 7 per player) from the 30 Display Cards. Sort the Display Cards by the numeral on their backs (I to V). Remove cards with numerals greater than the number of players to the box. Shuffle each remaining stack individually, then stack them face down, with the 'I' stack on top, then 'II', and so forth, to form the Display Card Stack.
- NB - Cards in hand are always hidden information.
- Flip the top 7 cards of the Display Card Stack face up to form the Display, and place the remainder of the stack next to the board.
- Give each player their Player Board (a.k.a Storehouse) and 3 Sea Colonists (wooden boats), 3 Land Colonists (wooden meeples), 1 Scoring Marker (colored disc), 15 houses, and their 7 Starting Cards (set of 7 colored back cards in one color). Return any unused player pieces to the box. Each player:
- Places one Land Colonist on Londinium (Britannia) or Basilia (Germania) and one Sea Colonist on Portus Itius (Britannia) or Colonia Agrippina (Germania).
- Places their four remaining colonists in their storehouse, one per space.
- Places 2 food, 1 wine, 1 brick, 1 tool and 1 silk in their storehouse.
- Players agree on a starting player. He receives 5 sestertii, the next player 6 sestertii, and so forth until all players have coins. The last player also receives the Praefectus Magnus.
Fluxo do Jogo
Players take their turns in clockwise order. On their turn, a player plays a personality card from their hand and takes the related action(s). This played card is then discarded face up to a personal discard pile, where only the last card to be played is visible.

Players perform actions by playing Personality Cards from their hand. Each card has a specific effect:
1. Tribune
- A player counts all previously played cards on their personal discard pile (including the Tribune itself), subtracts 3 from the total number of cards, and receives this many Sestertii. The discarded cards must then be returned to hand, including the Tribune.
- Germania Only: If any of your Land Colonists are on a line connected to a Roman castle, and the respective Bonus Marker is still there, the player may remove exactly one of the connected Bonus Markers from the board and receives 1 unit of the appropriate good from the bank into his storehouse. If the bonus good was food or iron, it may immediately be used in the Optional step to help pay for 1 new colonist. You may not remove a Bonus Marker for a Good if you could not store that good in your Storehouse.
- Then Optional: A player may purchase exactly one new Sea or Land Colonist by paying 1 food and 1 tool to the bank. Take this Colonist from your Storehouse, and place it in Londinium (Land) / Portus Itius (Sea) – Britannia or Basilia (Land) / Colonia Agrippina (Sea) - Germania. You cannot place your new colonists in other locations like in the Colonist action.
2. Architect
This action involves movement and then building, if able.
- Move Colonists: A player may move their colonists.
- The number of movement steps available = number of your Colonists on the Game Board (Britannia).
- The number of movement steps available = number of your Land Colonists on the game board + 2*number of Sea Colonists you have on the game board (Germania).
- Movement steps may be freely allocated between your Colonists.
- A player may choose not to use all movement steps available.
- Land Colonists must only move via brown lines, and Sea Colonists via blue.
- When a Colonist is moved for the first time out of a city, it costs one movement step to move from the city to the blue or brown line adjacent.
- Colonists can move through lines occupied by other colonists, but cannot end their movement on the same line as another colonist.
- Sea Colonists only move along rivers. Each river section may be occupied by several Sea Colonists at the same time (Germania Only).
- Land Colonists only move along brown lines that connect Cities or Roman Castles. Each brown line can only be occupied by one Land Colonist at a time.
- Any two roads or two rivers that are both joined to the same city are adjacent for movement.
- Build Houses (after ALL movement): Houses may be built in cities adjacent to any Colonist that the player owns. A player must not build more than one house in any city, and can never build a house in Londinium or Portus Itius. A colonist on its start city cannot build as he is not adjacent to any city.
The cost of houses is paid in goods and coins:
- Goods: (no effect of number of houses already in city)
- Brick City House = 1 food
- Food City House = 1 brick + 1 Food
- Tool City House = 1 brick + 1 Tool
- Wine City House = 1 brick + 1 Wine
- Silk City House = 1 brick + 1 Silk
- AND Coins: (multiply sestertii cost by number of houses in city after build)
- Brick City House = 1 sestertius per house
- Food City House = 2 sestertii per house
- Tool City House = 3 sestertii per house
- Wine City House = 4 sestertii per house
- Silk City House = 5 sestertii per house
3. Prefect
Choose one of the following two options:
- Produce Goods: A player selects a Province for which the bonus marker (top left) is Goods side up at the top of the board. He does not have to own a house in that province to Prefect it. He must receive a good corresponding to that shown on the Bonus Marker to a space in his storehouse (no space = no good received). Then each house in the selected Province produces one good for their owner, which the owner must receive (if space is available in storehouse). Finally, the active player flips the Bonus Marker to its coin side. Note use of Praefectus Magnus card in additional rules.
- OR Collect Money: A player examines the Provinces table (top left of main board), and receives the sestertii pictured on each province whose bonus marker is on the coin side. He flips all Bonus Markers on their coin side to their goods side after receiving the Coins.
4. Colonist
Choose one of the following two options:
- A player can place any number of Colonists from their Storehouse onto the board, at a cost of 1 food AND 1 tool per colonist. The new colonists can be placed in Londinium (Land), or Portus Itius (Sea) (Britannia), or Basilia (Land), or Colonia Agrippina (Sea) (Germania), or in any city where they have a house.
- OR Receive 5 sestertii plus 1 sestertius for each of their own colonists a player has placed on the game board.
5. Mercator
Do both of the 2 steps, in sequence:
- Receive 3 sestertii from the bank (or 5 sestertii from a Mercator that was bought from the card display).
- A player may trade 2 types of goods with sestertii with the bank. Each trade may be goods for sestertii or sestertii for goods. The number of units of a good bought or sold is only limited by a player’s storehouse capacity (only 1 good per space). The trading value of goods is fixed as follows:
- Brick = 3 sestertii
- Food = 4 sestertii
- Tools = 5 sestertii
- Wine = 6 sestertii
- Silk = 7 sestertii
6. Diplomat
- Copy the card of another player that is on top of their personal discard. Execute the personality action(s) of that card as if you had played the card yourself. Other Diplomat cards, and Tribune cards cannot be copied.
- If the active player copies the Prefect of another player who used the Praefectus Magnus, the active player does not also receive the Praefectus Magnus bonus.
- If the player copies a Prefect of another player, and has the Praefectus Magnus himself, the active player must use the Praefectus Magnus bonus.
7. Senator
- You may purchase up to two Personality cards from the display and add them to your hand. The price each card is the sum of its depicted card price, plus the price associated with its position in the display:
- Card Price – Shown in the red window on the card.
- Positional Price – Goods or “?” are pictured under each display row position. “?” indicates paying a good of the player’s choice.
- After making all desired purchase(s) all remaining personality cards are slid along the display to the left, and the now empty spaces to the right refilled from the draw pile to make a total of 7.
8. Consul
- You may purchase exactly one personality card from the display and add it to your hand. The price of the card is its card price, but ignore the positional cost.
- Replenish the display in the same way as for the Senator.
9. Other specialists (Mason, Farmer, Smith, Vintner, Weaver)
- Each of your houses of the related type of good to the specialist produce exactly 1 Good.
Other Rules
- Praefectus Magnus – Must be expended when your Prefect card is played to produce goods (or if copying a Prefect card using the Diplomat). Cannot be saved for later. Awards two goods corresponding to the Bonus Marker instead of the usual one. Does not double any production from houses. Does not double money received from the alternate Prefect action. After using Praefectus Magnus, a player hands it to the player on his right (anti-clockwise). Praefectus Magnus is not passed to the right if the alternate Prefect action is taken.
- Storehouse – A player’s Storehouse has 12 spaces. Each space can only house 1 item (Colonist, or Good). Additional space becomes available when Colonists are moved from the Storehouse to the main board. If all spaces on the storehouse are full, no more goods can be taken in. Players may not discard goods from the storehouse to make space for other goods. If a player receives (in one action) more goods than the storehouse can hold, he may choose which of the incoming goods he receives or discards. If a player is forced to produce by another player’s Prefect action, he must accept the goods produced into his Storehouse (if able).
- Other – Players cannot trade goods with each other. Goods and coins are unlimited – use substitutes if needed. Colonists are restricted in number to those supplied.
Fim de Jogo e Pontuação
The game ends after either:
- A player purchases the last card from the personality card display, OR
- A player builds his 15th house.
In either case, this player completes his turn and receives the Concordia card (worth 7 VP). Then, all other players take one final turn.
Once all turns are taken, each player takes all his cards (including discards) into his hand and sorts them by the God to which they are assigned. Then each player scores points for each God card set they possess as follows:
- Vesta – Convert all the goods in the storehouse to coins at the exchange rate on the top of the storehouse. Sum these Coins with your in-hand Coins. Players receive 1 VP for every 10 sestertii they have in their bank. Fractions of 10 are disregarded.
- Jupiter – For each house the player has in a non-brick city, a player receives 1 VP (up to a maximum of 15 VP). Multiply this total by the number of Jupiter cards the player holds.
