Goal of the Game
The world has plunged into a pandemic, bringing fear, economic ruin, and death on all sides. In Your Excellency – Public Calamity, you take on the role of a newly elected federal deputy who must seize this perfect storm to ensure their stay in power. Your goal is to gather support, voters, and, most importantly, lots of money. The player with the most points at the end of the game wins.
Setup
To start the game, follow these steps:
- Separate the cards by their back. Shuffle the Support Cards and the Maneuver Cards (which share the same back) and place them in a face-down pile in the center of the table.
- Reveal 3 Electorate Cards face-up next to their respective pile to form the Electoral Zone. Whenever there are fewer than 3 cards in the Electoral Zone, a new one must be drawn from the pile.
- Determine the first player (by draw or whoever won the last game).
- Each player must perform the following initial actions:
- Place one Politician Card and one Party Card (chosen randomly) face-up in your Office.
- Receive 1 Money Token and place it on your Politician Card (this is your starting Money).
- Draw 3 Parliamentary Cards to form your starting hand.
- Begin the first player's turn.
Game Flow
The game consists of 7 Rounds. A Round ends when all players have completed their Turns and an Event Card has been revealed and resolved.
The Player's Turn
On your turn, you must follow this order:
- UNLEAVE all cards in your Office.
- Perform ACTIONS (as many as you wish, in any sequence):
- Reveal a card from your hand and pay its Cost to place it in your Office (if it is Support) or perform its effect and discard it (if it is a Maneuver).
- Articulate face-up cards from your Office, performing the Articulation effects.
- Pay the Cost of Electorate Cards from the Electoral Zone to place them in your Office.
- DISCARD any number of cards from your hand.
- REFILL your hand, drawing cards until you have 3 cards.
Event Phase
After the last player finishes their turn, an Event Card is revealed. Some Events feature a VOTING mechanic, where players vote "YES" or "NO" to determine the effect. In games with only 1 or 2 players, roll the die to complete the required number of votes.
Actions and How to Play
During your Turn, you can perform the following actions:
- Play Parliamentary Cards: You can pay the Cost of a card from your hand.
- Support Cards (Yellow): These stay in your Office and can be Articulated every turn at no additional cost.
- Maneuver Cards (Orange): These have an instant effect and are discarded immediately after use.
- Articulation: When Articulating a card (turning it 90°), you execute the effect contained in the Articulation field of that card.
- Buy Electorate: You can pay the Cost of a card in the Electoral Zone to bring it into your Office.
- Paying Costs: The Cost can be paid with Influence points or Money Tokens.
- 1 Money Token can pay for any 1 Cost icon (whether Money or any type of Influence).
- Spent Influence points are lost immediately.
- Generated Influence points that are not spent are lost at the end of your turn.
- Risk: If a card has a Risk symbol, you must roll the die and perform the effect corresponding to the number rolled.
End of Game and Scoring
The game ends when the Event Cards run out, triggering the Elections. Scoring is done as follows:
- Money Tokens: +3 points each.
- Support Cards: +2 points each.
- Electorate Cards: +10 points each.
- Infamy Cards: -5 points each (even if they are archived).
The player with the highest number of points is the winner.
Solo Mode: You win if you have 45 or more points at the end of the game.
Tips for Winning
- Money Management: Money is a versatile resource that can pay for any type of Cost, but remember that it is also worth 3 points in the Elections. Deciding whether to spend it to gain Influence or save it for points is a major challenge.
- Leverage Support: Since Support Cards can be Articulated every turn at no additional cost, they are essential for maintaining a constant flow of actions.
