About the game
What you do in a play session
A War of Whispers casts you as a secret society rather than a ruler. Five mighty empires clash while you, in silence, bet on the battles, trying to make the ones you back control the most cities. The game starts with five loyalty tokens, each tied to a different empire. You randomly bet on a loyalty value and, over rounds, can swap tokens, but if you do, they stay revealed forever. Each turn has four phases: first you deploy agents to the empires’ councils (Sheriff, Steward, Marshal, Chancellor); then each council executes its actions, and you may play cards you’ve acquired; next, the cleanup phase discards cards and advances the turn marker; finally, you can swap loyalty tokens. The game runs four times and ends when the last space on the turn tracker is filled. At the end, the player with the most points, calculated from the cities controlled by the empires loyal to them, wins. The mechanics blend worker placement, area influence, betting and bluffing, and hidden victory points, creating tension and deep strategy. If you love intrigue games with plenty of strategy, A War of Whispers will hook you. It’s a 2‑4 player, 30‑60 minute game with a moderate learning curve but solid depth.
