Conversely, structures like cemeteries and prisons can be used to hinder opponents, redirecting them to their blocks instead of yours. But beware, nobody wants to live near grim places! Some might opt for a more dictatorial approach, filling their block with slums and honky-tonks, disregarding the populace's needs, as the first to fill all building slots wins.
