Will you go with coal for cheap, quick power, or bet on green and nuclear energy to keep the city sustainable?

This is a strategic management puzzle where every decision counts. The turn-order selection mechanic is the heart of player interaction; your choices can dictate who gets the advantage in the next round. You'll be competing for construction permits and crucial tiles to expand your industrial and residential zones. Is it better to spend your resources now to grab the strongest tiles, or should you wait to build an even larger empire later?
